1945 - Shipbuilding Proclamation
April 4, 1945 - This presidential proclamation was signed five weeks after Rankin's commissioning. It honored the U.S. Maritime Commission's huge cargo ship building program, said to be one of the keys to victory in World War II. President Roosevelt died eight days after signing this, his last proclamation. Four months later, the Japanese surrendered unconditionally.
